照顾者项目现状：六条永久居民通道关闭；境外经 TFWP 申请 LMIA 照顾者工签仅限魁北克

六条通往永久居民的通道，现在都标着 Closed

移民局的照顾者总入口页（页面更新日期 2026 年 1 月 27 日）上，每一条通往永久居民的通道后面都跟着 Closed。

这张总入口上唯一没有标 Closed 的一项，是 Work temporarily as a home care worker (caregiver)。那是临时工作，不是移民通道，后面两节专门讲它。

Closed 是官方页面上原样用的词。

2025 年 12 月 19 日那份通告说了什么

六条里最年轻的一条是 Home Care Worker Immigration pilots，2025 年 3 月 31 日才开，同年 12 月 19 日移民局就发通告暂停受理。原文：

Due to ongoing high demand, interest in the Home Care Worker Immigration pilots continues to exceed the spaces available, leading to longer wait times.
In order to prioritize processing of existing applications, Immigration, Refugees and Citizenship Canada (IRCC) will pause intake until further notice. This means that the pilots' intake will not re-open in March 2026.
IRCC will continue to process applications received to date, in line with the Immigration Levels Plan.
… Any future updates on the program will be shared publicly.

第一，暂停的对象是 intake，也就是新申请的受理端。

第二，官方用的词是 until further notice，另行通知之前。不是取消，也没有给重开的日期。

第三，「等到 2026 年 3 月再看」这个想法，通告里已经点名否掉了：intake will not re-open in March 2026。

试点 2025 年 3 月开的时候，官方写明分两支：

There will be 2 streams:
• Workers in Canada
• Applicants not working in Canada
When the pilots open, we'll only accept applications for the Workers in Canada stream.
The stream for applicants not working in Canada will open at a later date.

人不在加拿大工作的那一支，官方说的是 will open at a later date，晚些开。后来 intake 整体暂停，这一支到暂停的时候还没有开放过。所以「境外通道关闭了」这个说法并不准确，它没有开过。

已经递交的那批人：暂停的是受理端，不是手上的申请

通告里还有一句：

IRCC will continue to process applications received to date, in line with the Immigration Levels Plan.

在这次暂停之前已经递到移民局的申请，不在暂停的范围里，按官方这句话继续处理。手上的申请不会因为这次暂停作废，也不需要因为它重新递一次。

通告最后还写了一句 Any future updates on the program will be shared publicly。这条线后面有没有变化，看移民局自己公布的。

还开着的那条：LMIA 支持的临时工签

总入口上唯一没标 Closed 的那一项，是临时工作。官方页面（更新日期 2026 年 4 月 14 日）原文：

You may be able to work as a home child care provider (NOC 44100) or home support worker (NOC 44101) for an employer who has a positive labour market impact assessment (LMIA) through the Temporary Foreign Worker Program (TFWP). This type of work permit application for caregivers in Canada currently gets faster processing.
The information below only applies to home child care providers and home support workers.
If you want to work in another caregiver occupation, follow the normal process to work in Canada.

NOC 是官方给职业编的分类号，44100 是家庭儿童照护提供者，44101 是家庭支持工作者。官方紧接着写明，这一页的规则只覆盖这两个职业；想做别的照顾类职业的，走来加拿大工作的一般流程，不走这一页。

顺序是固定的：

Your employer will need to get a positive LMIA first. Once they have a positive LMIA, you can apply for a work permit.

LMIA 是劳动力市场影响评估。雇主先拿到正面的 LMIA，人才能递工签申请，反过来不行。LMIA 那一头的具体要求见雇主担保工签。

官方在这一页上写了一句 currently gets faster processing，说的是这类工签申请目前处理得比较快。这句话的限定语有两层，都不能丢：原文是 for caregivers in Canada，管的是人在加拿大这一头；currently 说的是当期的处理安排。官方没有给天数。

还有一点要说明白：这是临时工作许可，不是移民通道。它开着，跟上面那六条没开着，是两件互不相干的事。

谁能递、谁不能递：卡掉最多人的是地域这一条

官方在同一页上分两栏写了 Who can apply 和 Who can't apply，两栏都是编号列表。

Who can apply
You can apply for a work permit for a job as a home child care provider or home support worker through the TFWP if 1 of these applies to you:
1. You're currently outside Canada and you'll be working in Quebec.
2. You're currently in Canada and 1 of these applies to you:
• You have a valid study or work permit.
• You're allowed to work in Canada without a work permit (this does not apply to business visitors).
• You plan to work in Quebec and you're also eligible to apply for a work permit from inside Canada.

Who can't apply
You can't apply for this type of work permit in these cases:
1. You're applying for a work permit from outside Canada through the TFWP and you plan to work in a province or territory other than Quebec.
2. You're applying for a work permit at a port of entry.
3. You're in Canada as a visitor.
• You may be able to apply for a LMIA-based work permit from inside Canada as a home child care provider or home support worker if you plan to work in Quebec. You must still meet the eligibility criteria.
• You may still be able to get a work permit as a visitor for another occupation. Find out if you're eligible and how to apply.

两栏合起来读：

差别在头两行之间。人在加拿大境外、打算去魁北克以外的省份做照顾者，这条工签递不了。不是难递，是官方把这种情形直接写在了 Who can't apply 下面。

常听到的说法是，先在国内找一个愿意办 LMIA 的加拿大雇主，办下来就能过去做照顾者。这句话只在雇主位于魁北克的时候成立。雇主在安省、BC 省或者别的任何省份，人又在境外，该情形被官方列为不能申请，跟雇主多配合、材料多齐没有关系。

官方在「人在加拿大、身份是访客」这一条下面，挂了两条出路，主语都是访客。第一条：访客身份的人如果打算去魁北克工作，仍然可能可以从加拿大境内递这份 LMIA 工签，前提是满足资格条件。第二条：照顾者这两个职业访客递不了，换一个别的职业，访客仍然可能拿到工签。访客被列在不能递的一栏里，去魁北克这条对他们却仍然留着。官方用的都是 may，是可能，不是一定。

人已经在加拿大工作：续期、换雇主、身份掉了

If you're currently working in Canada and have a valid work permit, you may be eligible to
• extend your current work permit
• change jobs or employers
Your employer will need to get a positive LMIA first. …
It's important that you extend your work permit or change its conditions before it expires.

在到期之前递了延期的。 官方原文：

Even if your work permit expires, you may be able to continue working in the same job while you wait for a decision on your work permit application. This is called maintained status.
You may have maintained status if you applied for an extension while your work permit was still valid.

官方这一页用的词是 maintained status，中文叫维持身份，以前叫隐含身份。说的是在工签还有效的时候递了延期申请，工签到期之后、结果出来之前，可能可以继续做同一份工作。两处 may 都是官方自己写的，不是一定成立。这段身份怎么算，见维持身份。

递过 gaining experience category 申请的。 官方小标题写的是 the gaining experience category of the Home Child Care Provider or Home Support Worker pilots，说的是递过这两个试点里那个类别的人，不是泛指想积累工作经验的人。这类人可能已经处在 maintained status 上，官方写的是 may consider 另外单独递一份工签延期申请，是一个可以考虑的动作，不是必须做的动作。

要换雇主的。 官方原文：

You may not need to wait until your work permit application is approved to start your new job or work for a new employer. You can request authorization to change jobs while we process your application.

在申请处理期间可以 request authorization to change jobs，也就是变更工作的授权；拿到之后可能不必等新工签批下来就能开始上班。前提同样是新雇主先拿到正面的 LMIA。

没在到期前续、身份已经失效的。 官方写的是可能可以 restore your status as a worker，恢复工作身份。具体条件见身份过期后的 90 天恢复窗口。

到期之前动手走的是延期，到期之后才动走的是恢复，两套不同的程序，官方原文写的是 before it expires。

一头是六条通往永久居民的通道全部标着 Closed，另一头是一条开着的临时工签，它通不到那六条上去。人在加拿大、手上还有一张有效工签的，续期、换雇主、身份掉了去恢复。三件的时间点都压在到期日前后那个窗口上，踩不准的落点是同一个，一段没有授权的工作。要把自己的到期日和雇主那边的 LMIA 进度放在一起对一遍的，咨询价目在这里。

常见问题
